ISO is basically the film speed and how much light the camera allows in. The difference between ISO and flash is that flash totally whites out the picture while ISO allows some light to get in little by little. I would definitely choose ISO because just using flash has many more negitive effects then by changing the ISO to one's liking. You have to be careful that you keep your hands steady so the picture does not come out blurry.
